If your campaign includes Health Warning legal mentions (e.g. health warnings, gambling disclaimers, car ads), it is crucial to ensure that the text complies with ARPP legibility standards. Indeed, lowercase "flat" letters (u, v, w, x, z, without ascenders/descenders) must measure at least 22 pixels high in HD (1920x1080).
Failure to respect minimum text size requirements could result in a rejection.
This article explains how to measure the height of your characters using VLC, a media player, in order to take a snapshot of your video in the correct resolution, and GIMP, a free image editing tool, in order to ensure your legal mentions meet the requirements.

Take a snapshot of your video containing a legal mention
Once you have installed this program:
- Open VLC Media Player
- Drag and drop your video file. Please note : this is really important to do it with your file in the correct technical spec, most of all in the right resolution. Here are more informations : Export Guides
- Pause your video on a frame containing a legal mention
- Click on Video.
- Click on Snapshot.
Please note: The the file directory of your snapshot will appear when you save it, make sure to check it in order to quickly find your snapshot for later stages of this guide.

Compare your legal notice to a 22 pixels high box
Once you have installed this program:
- Open GIMP
- Drag and drop the snapshot of your video file
- Use the tools 'Rectangle Select'
- Click and slide to create a 22 pixels high box.
- Compare the box with the size of your legal mention.
If the lowercase "flat" letters are smaller than the box you will have to increase the font size of your health warning. If they are already bigger than the box, no need to make any changes.
